Council held a regular meeting Tuesday, June 27th, 2023. Here are the highlights:
- Council approved the purchase of a new pump for the Sun Dale WTP.
- The matter of sea cans/intermodal containers was deferred to the Planning and Economic Development Committee. Currently, the Zoning Bylaw only allows sea cans as temporary storage while completing development and building permits.
- The Terms of References for committees will be amended to allow public members to vote in committee. However, they will not be able to discuss personnel matters or move to go into a closed session.
- Council approved a resolution stating that all Organized Hamlet AGMs are public and must be advertised on the RM website when possible.
- The Golf Cart Bylaw 435-2023 and the Public Consumption of Alcohol Bylaw 436-2023 passed 1st readings. The bylaws will be presented to Council at the July 18th regular meeting for further readings. Both bylaws can be found on the RM website front page notices. https://rmofmckillop220.com/
- Organized Hamlet agreements for Alta Vista, N. Colesdale, Spring Bay, and Collingwood were approved by Council subject to approval by each Hamlet at their AGM. Advisory Services from the Province has advised that the agreements are in accordance with the Act.
- Council reviewed permitted Camper/Trailer use. It was decided that all campers must be registered with SGI and the RM annually, regardless of whether the property has a dwelling or not. All campers will have to be owned and registered by the property owner. Currently, you may have a camper/trailer indefinitely if there is a dwelling on the property. This change will require amendments to the Zoning Bylaw 376-2019 and the Trailer Permit and Fee Bylaw 427- 2022. There will also be a public hearing for community feedback once the amendments have been drafted and passed the first reading at a regular Council meeting.
- The accounting firm has not completed the audit. Council passed a bylaw to extend the time to submit financial statements to the Province.
- Council considered Ethics Complaint 03-2023. They decided the complaint was related to a previous one, Ethics Complaint 01-2023. Council also decided that the previously prescribed remedial action would also be applied to this case.
- A development application for a second dwelling to accommodate farmhands was approved.
- The RM will support Collingwood’s WSA application to perform some work at the hamlet beach. They will be moving rocks and cleaning up the shoreline.
- Administration will develop procedures for Organized Hamlets to complete projects that require the assistance or support of the RM. The goal is to streamline the process to make it more efficient and easier to navigate.
